Strategic Affairs and Planning

Long range planning for the state, and the strategic questions of security, diaspora and the Indian Ocean that matter to Kerala and to India.

Kerala is one of the few states that has kept a strong planning tradition after the national Planning Commission was replaced. This vertical asks how long term planning can be done well, and looks outward to the strategic questions that shape the state’s future.

Why it matters

Few states are as exposed to events abroad as Kerala. Conflict or recession in the Gulf affects jobs and remittances within weeks. The state’s long coastline makes maritime trade and coastal security matters of direct concern. Decisions about energy, ports and technology have strategic dimensions. Good planning means preparing for these possibilities rather than reacting to them.

How we work

  • Foresight. We use scenario methods to explore possible futures for the state economy and society.
  • Diaspora. We study the links between Keralites abroad and the state, including investment, philanthropy and return.
  • Maritime and regional affairs. We follow developments in the Indian Ocean region that affect the state.
  • Planning practice. We study how plans are prepared, monitored and revised.

The vertical works closely with the Maritime Economy and Economy verticals.

Questions we are asking

  1. 01

What should the state plan for over the next twenty five years, and who should do the planning?

  2. 02

How do events in the Gulf affect households, remittances and the state economy?

  3. 03

What does Kerala's position on the Indian Ocean mean for trade and security?

  4. 04

How can government build the habit of planning for shocks before they arrive?
